As some commenters have pointed out, there are exceptions that would allow you to get on healthcare after the 15th. Those are EXCEPTIONS, most people need to sign up today or at least call that number to get in line!!!
Sign up at https://www.healthcare.gov/ and your state may also have a site to sign up. I live in WA and the state site was quick yesterday.
